We are seeking a dynamic and experienced Construction Program Manager to lead and oversee federal construction projects from inception through completion. This role is pivotal in ensuring successful project delivery, while also contributing to the strategic growth of the company through business development and internal infrastructure expansion. The ideal candidate is a seasoned leader with a strong background in federal contracting, construction management, and organizational development, with the ambition and capability to grow into an executive leadership role.

Responsibilities

Program & Project Management

  • Lead the planning, execution, and delivery of multiple federal construction projects.
  • Ensure compliance with federal acquisition regulations (FAR), safety standards, and quality control.
  • Manage budgets, schedules, subcontractors, and client relationships.
  • Oversee project documentation, reporting, and risk management.

Business Development

  • Identify and pursue new federal contracting opportunities (IDIQs, MATOCs, SATOCs, etc.).
  • Build and maintain beneficial relationships with government agencies and commercial partners.
  • Lead proposal development efforts, including technical writing, pricing strategies, and capture planning.

Company Infrastructure & Growth

  • Develop and implement internal systems, processes, and tools to support scalable operations.
  • Contribute to hiring, training, and mentoring of project and support staff.
  • Collaborate with leadership to shape company strategy, culture, and long-term vision.

Executive Leadership Path

  • Participate in strategic planning and high-level decision-making.
  • Demonstrate leadership in cross-functional initiatives and company-wide improvements.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (Master’s preferred).
  • 8+ years of experience in construction project/program management, with at least 3 years in federal contracting.
  • Proven track record of managing complex, multi-million-dollar construction projects.
  • Strong understanding of FAR, DFARS, and federal procurement processes.
  • Experience in developing and maintaining both government agency and commercial relationships.
  • Excellent leadership, communication, and organizational skills.
  • Ability to obtain and maintain a security clearance, if required.
