Overview

PERFORMANCE REQUIREMENTS: The Contractor shall perform a variety of PAS for the EMPLOYEE WITH DISABILITIES (EWD) whose conditions can vary widely from those requiring daily assistance to those requiring help with on an as-needed basis. The Contractor is subject to work in rotating and intermittent shifts, and may function in a variety of work settings on short notice. This contract does not require access to classified information however, contractor personnel may require access to Controlled Unclassified Information (CUI) (e.g. For Official Use Only (FOUO), Distribution Statements, Personally Identifiable Information (PII)), and Unclassified Naval Nuclear Propulsion Information (U-NNPI).

 

Working Hours: Regular working hours shall consist of an 8-hour period, between 6:30 AM - 3:00 PM, Monday through Friday, excluding Federal holidays.

 

Place of Performance: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, 667 Safeguard Street, Pearl Harbor, Hawaii 96860

 

Pay: $28.62/hr

Responsibilities

  • Workplace personal assistance may involve unclassified activities such as
  • Knowledge of personal care functions and procedures to provide timely, safe, and appropriate personal assistance services for a wide variety of workplace situations.
  • Skills in applying supported employment practices by assisting individuals with disabilities to accurately carry out job duties.
  • Retrieving materials out of reach.
  • Assistance walking and sitting (including transitioning and the use of walkers or wheelchairs).
  • Providing travel/transportation assistance for an employee with a mobility impairment.
  • Helping an employee with a cognitive disability in decision-making.
  • Provide on-site support to EWD in order to help them adjust to the workplace and the routine of getting to and from work.
  • Safe guidance or reading printed materials to an employee who is visually impaired.
  • Ensuring a sign language interpreter is present during unclassified meetings for an employee who is deaf.
  • Note taking during meetings or trainings.
  • Preforming other work duties that are either administrative assistance or personal assistance in nature but only to the extent that doing so does not result in failure to provide PAS in a timely manner.
  • The contractor shall provide and is responsible for all labor, management, supervision, coordination, quality control, quality assurance, quality management, safety management, material, equipment, and transportation necessary to perform the requirements.
  • The contractor shall ensure adequate resources are dedicated to complying with the standards, guidelines and procedures as stated to satisfy the requirements in this contract.
  • The contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the specification requirements in section 3.0. The work history of each contractor employee must contain experience directly related to the task and the functions he/she is intended to perform.
  • Tools and equipment will be furnished by the Government for the Contractor to assist employees with disabilities. The Government will provide tools and equipment such as:
  • Office supplies including pens and notepads to assist the employee with note taking during meetings or trainings.
  • Phone for the Contractor to assist with receiving calls.
  • Printer/scanner to assist employee with making copies.
  • *All duties performed by the Contractor are unclassified.

 

TRAVEL
Contractor may be required, when necessary, to accompany the employee in official travel in order to facilitate performance of his/her job. Travel related duties shall include duties as described in this PWS and may include the following tasks:

 

  • dressing and grooming
  • preparing meal
  • transferring to and from bed
  • facilitating the logistical needs of the employee(s)
  • unclassified reading and note-taking.

 

Other primary unclassified duties may arise and will be discussed with the Contract Officer’s Representative (COR) on an “as needed” basis.


Reimbursable Travel Expenses
Travel may be anticipated for up to two (2) times a year from Honolulu to the East Coast or the West Coast (estimated trips). Each trip is estimated to be five (5) working days. The Contractor’s actual/substantiated costs shall be reimbursed. Prior to incurring any travel expenses, Contractor personnel must obtain written authorization from the Technical Point of Contact (TPOC) and /or Contracting Officer’s Representative (COR). Contractor is required to submit all travel-related receipts (i.e., airfare, lodging, rental car, gasoline, etc.) and any supporting documents for the expenses incurred in the performance of the contract. Contractor expense reports shall be prepared and processed in accordance with the Joint Travel Regulation (JTR). The travel expenses shall not exceed $5,000 under each CLIN.

 

  • The Contractor’s work shall be governed by the completeness and quality of the work performed as stated in this PWS.
  • The contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the specification requirements in section 3.0. The work history of each contractor employee must contain experience directly related to the task and the functions he/she is intended to perform.
  • The frequency of informational meetings will be scheduled as determine necessary by the COR or government representative.

Qualifications

Contractor will be required to have knowledge/experience in

  • Knowledge of personal care functions and procedures to provide timely, safe and appropriate personal assistance services for a wide variety of workplace situations
  • Skill in written and oral communication to elicit organizational and individual needs to personal assistance services.
  • Skill in applying supported employment practices by assisting individuals with disabilities to accurately carry out job duties.
  • Skill in compiling and evaluating data from various sources to provide the appropriate personal assistance services and provide reports or briefings on the services provided.

 

Physical Requirements:

 

  • Must be able to physically perform the basic life operational functions of talking, hearing, standing, reaching, pushing, pulling, lifting and repetitive motions.
  • Must be able to perform medium work and exert up to 50 pounds of force occasionally, and/or 20 pounds of force constantly to move objects
  • Must possess the visual acuity to determine the accuracy, neatness and thoroughness of work assigned, and to complete records and reports.

 

Special Requirements:

 

  • Possession of a valid driver's license.
  • The Contractor and its representatives shall be trained in and comply with all Federal, State, Territorial and local environmental laws and regulations. In the event that the work is found non-compliant to all stated environmental laws and regulations, the contractor shall indemnify the U.S. government from any liability.
  • Contractor shall comply with Appendix I, II, III, IV.
  • Contractor is required to comply with Public Law 105-270, Section 5 (2) (A). This law states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public Law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2) (B), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2) (C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature.”
  • The Contractor shall have experience with Department of Defense (DoD) directives, regulations, policies and procedures.

 

Security Requirements:

  • This contract does not require a DoD Facility Clearance or contractor personnel to have DoD personnel clearances and security access however, contractor personnel shall recognize that PHNSY & IMF deals with sensitive information and other proprietary information, which are valuable, special and unique assets. Contractor personnel shall not divulge, disclose or communicate in any manner, any information to a third party without prior written consent. Access is required to CUI and U-NNPI in performance of this contract to support EWD employees who require access to such information. CUI and U-NNPI will be protected in accordance with DoDI 5200.48 and OPNAVINST N9210.3 (respectively). This contract does not allow contractor personnel to remove CUI, U-NNPI or any controlled PHNSY & IMF information from PHNSY & IMF spaces.
  • Contractors must request for base access as soon as possible after receiving award to ensure that all employees base access request(s) are approved before the start of the contract’s period of performance. The contractor shall provide the COR or TPOC a completed SECNAV 5512/1 (latest version) for each personnel working on the contract with their full name; Social Security number; date of birth, place of birth, and citizenship. The contractor shall coordinate with the COR to obtain a gate pass at Building 3455 Pass Office.
  • The contractor shall pass a background check and register with the Defense Biometric Identification System (DBIDS) to gain access to Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF). Only those individuals with favorable investigations shall be utilized on this contract.
  • Contractor personnel shall be eligible for access to work areas located in the CIA and must obtain Green Shipyard Access Control Badges. Contractor personnel shall protect PHNSY & IMF information and abide by the security requirements of SECNAVINST 5510.36B.
  • Contractor personnel will also comply with the security requirements in Appendix III and Appendix IV. A violation of this paragraph shall be a material violation of this agreement.
  • In accordance with current Department of Defense and Homeland Security requirements, performance of all work under this contract is restricted to U.S. citizens and U.S. nationals only.
  • Should contractor personnel receive or suspect they have learned of classified information or controlled information beyond their need to know, the Contractor shall immediately report suspicions to the COR.
  • Photography is strictly prohibited within PHNSY & IMF: Data phones, phones with a camera feature and cameras of any type are not allowed within PHNSY & IMF, see Appendix 3.
